How is the power of gear determined when you decode? I have 450 power and I'm getting weapons under 50 power and armor in the 10s, is that normal? Not trying to sound whiny, I'm just really confused. I've started getting purple memories and they're still extremely low.

Primary weapon's base atk, all armor's base def, atk% and def% affect your power. So before decoding(when your power is lower than 20k), using atk/def I-II-III and balanced booster is a good idea to have higher power and better decodes.
I think by weapon power you mean it's base atk. You can check your hero power at My Gear. If you have decoded a higher rarity gear when you had lower power/DR(Decode Rank), it is normal that lower rarity gear you decode now with higher power/DR has higher stats.
