I think a new forum section should be added where updates are posted. That allows for discussions about the updates where everyone can join. If we discuss updates in the chat some people will miss out on the important stuff.
Only Vanguards, FS and perhaps WC should be able to make topics. You could just copy paste from the "About / Updates" page. People could give insights to what the updates means, how it changes meta etc.

Great idea! Being able to read discussions without having to be online is really important. Besides making topics, there could also be requirements (like spending at least a month in the game) for replying.

Then you are forced/enticed to go there to see them, prompting discussion/comments. I also think it would be great if you could sort comments by newest first. The Updates link can even directly link to Forum / Thread, so it won't break that functionality.
